Exterus and Hillbrook join forces in Global Employment Mobility

Amsterdam/Rotterdam/The Hague, September 7, 2026 – Exterus and Hillbrook Expatriate Tax Solutions are joining forces. Effective September 1, 2026, Exterus acquired the business activities of Hillbrook. Together, they form the largest independent provider of Global Employment Mobility services in the Netherlands.
Both Exterus and Hillbrook support international employers with cross-border employment matters. Since 2010, Hillbrook has provided international tax advisory, tax compliance, immigration and payroll services. Exterus supports organizations across areas including tax and social security, immigration and relocation, international payroll, the Expat Scheme and Employer of Record services.

The combination gives clients access to a broader range of services. Hillbrook clients, for example, will gain access to additional Exterus services in areas such as relocation and Employer of Record. In disciplines where both organizations are active, including tax, immigration and payroll, the combination also provides greater specialist expertise, capacity and continuity. Hillbrook’s digital solutions offer further opportunities to enhance the combined service delivery and make processes smoother and more efficient for clients and their employees.
With offices in Amsterdam, Rotterdam and The Hague, the combined organization will also have a strong presence across the Randstad region.
