International social security and the 'Certificate Of Coverage'

What is a Certificate of Coverage?

When an employee comes from abroad to temporarily live and work in the Netherlands, it might be that the social security position will change. A Certificate of Coverage (such as the A1 Certificate) is a document that certifies which country's social security system an employee remains subject to when they are temporarily working in another country. A certifcate of coverage applies in situations where a social security agreement is in place between 2 countries. It's similar to the A1 Certificate, but this only which applies in situations where EU-Regulation 883/2004, so within the European Union.

The Certificate of Coverage is crucial for companies and employees who frequently engage in cross-border activities, as it provides legal clarity and helps avoid potential legal disputes regarding social security obligations. It ensures compliance with social security regulations in different countries.

This certificate ensures that individuals do not have to pay social security contributions in multiple countries simultaneously. Additionally, having a Certificate of Coverage can prevent legal complications and financial penalties.

It also provides peace of mind to employees and employers, knowing that they are meeting all legal requirements and avoiding double contributions. Please be aware that in some case a Certificate of Coverage is even mandatory in order to continue social security coverage in the home country.

The future of cross-border social security

The landscape of cross-border social security is constantly evolving, with increasing globalization and mobility of the workforce. Governments and international organizations are continually working to streamline processes and reduce administrative burdens related to social security for cross-border workers.

Future developments may include more digitalized and simplified processes for obtaining certificates like the A1 Certificate, as well as potential new agreements between countries to facilitate easier social security coordination. Exterus stays informed about these changes, because it is crucial for businesses and employees engaged in international work.

How to apply?

Applying for a Certificate of Coverage typically involves submitting an application to the relevant social security authority in the employee's home country. The process may vary slightly depending on the country, but generally requires information about the individual's employment status, the duration of their work abroad, and details about their employer.

It's important to apply for the Certificate of Coverage well in advance of the planned start date of the work abroad to avoid any delays or complications. Exterus can assist in the application process, and effectively manage potential challenges.
