Prepare for significant changes to the IND Business Portal login process starting 4 November 2024.

Understanding the new chain authorization requirement

You are a recognized sponsor with the IND and have access to the Business Portal. If you have authorized an intermediary (like Exterus) to file residence permit applications on your behalf, then currently this is done based on a direct registration of this authorization with the IND. 

Starting from 4 November 2024, intermediary users of the IND Business Portal will need to log in using a chain authorization. This new requirement replaces the current authorization method registered directly with the IND.

Chain authorization involves registering with an eHerkenning supplier, who will facilitate the authorization process for your organization and subsequently the authorization of any intermediaries, who can then access the IND Business Portal on behalf of your organization.

As arranging chain authorization can take up a considerable amount of time, especially if you’re currently not engaged with an eHerkenning supplier, we advise to arrange this authorization for your intermediary as soon as possible.

Why chain authorization is being implemented

The implementation of chain authorization is a government-wide project, aimed at increasing data security. By using a standardized method through eHerkenning, government bodies such as the IND ensure that only authorized intermediaries have access to sensitive information. Other government bodies, such as the UWV and the SVB, have already implemented eHerkenning.

This change also provides an added layer of control, allowing organizations to manage who can access the portal.

How to arrange chain authorization with eHerkenning for your organization

To arrange for chain authorization, your organization needs to engage with an eHerkenning supplier first. The supplier can guide you through the process of setting up the necessary authorizations for intermediaries via chain authorization.

Horizontal and vertical authorization of the intermediary

Horizontal authorization involves registering another organization as an intermediary for the recognized sponsor. This step is necessary to establish the initial chain of trust and is performed only once.

Vertical authorization, on the other hand, pertains to registering each individual employee who needs access to the Business Portal. This ensures that only specific, approved individuals within the organization of the intermediary can log in, providing a granular level of control over access permissions. This step is done by your intermediary.
